The Children’s Commissioner for England has called for urgent reform of the care system, warning that too many children in or on the edge of care are being let down by inconsistent standards and outdated laws.

There are now over 402,000 children with a social worker in England — a number that continues to rise.
Despite good intent, the system designed to protect our most vulnerable children has become overstretched, fragmented, and inconsistent.

The Commissioner’s new report, The Children’s Plan: Vision for Care, sets out a blueprint for change — from ending illegal accommodation and strengthening sibling rights, to ensuring every child in care is placed in a setting where they can legally receive care, not just support.

The message is clear:

“Children’s social care must no longer be treated as the junior partner in the services that improve children’s lives.”
