Joined-Up Safeguarding: Why Culture Matters More Than Compliance

A new multi-agency safeguarding framework has been launched in Blackpool, bringing together schools, health, police, and community organisations to tackle neglect across both child and adult services.

It’s an encouraging example of what happens when systems stop working in silos. Neglect rarely fits neatly into an age bracket, and neither should the systems designed to protect people.

But this development also surfaces an important question for every organisation:
